Mapping Institutional Invisibility: the Sisbén IV gradient in Bogotá

This paper demonstrates empirically that the institutional invisibility of hidden poverty in Bogotá is not a technical error of the Sisbén IV classification system, but a structural effect produced by the sequential accumulation of three filters of non-recognition. Using microdata for 1,746,248 registered households across 44,052 city blocks, we construct an institutional invisibility gradient and map its territorial concentration at block, UPZ, and locality scale.

Perceiving Non-Recognition: households and institutional actors in Bogotá’s hidden poverty territories

Drawing on participatory fieldwork in the territories identified through the institutional gradient, this paper explores how households experiencing hidden poverty perceive and navigate their relationship with the social protection system — and how institutional actors read and classify the population the system does not recognise. Methods include collaborative mapping, narrative interviews, urban walks, and disposable camera photography.
