What is hidden poverty?

Hidden poverty refers to conditions of deprivation among households formally classified as non-poor, produced and sustained through discursive, institutional and relational invisibility.

¿Qué es la pobreza oculta? Una condición de privación en hogares clasificados formalmente como no pobres, producida y sostenida por una invisibilidad discursiva, institucional y relacional.

In plain words

People who live in hidden poverty may appear financially stable or lead seemingly normal lives, yet often struggle to cover essential needs. Their difficulties tend to be associated with high levels of debt, lack of savings, or precarious employment that leaves no visible trace. Because the official indicators don’t register them, neither do the programmes built on those indicators.

“What is neither seen nor understood will rarely be addressed by decision-makers.”

Hidden poverty is not vulnerability

Vulnerability

Describes prospective exposure to the risk of falling into poverty. The deprivation has not happened yet.

Hidden poverty

Describes deprivation that is already present, above official thresholds, and unrecognised by the State’s classification systems and often by households themselves.

Five dimensions of invisibility

Hidden poverty is multidimensional. It goes beyond income and shows up in five interdependent dimensions.

Economic. Precarious employment, downward social mobility, underemployment, financial precariousness and material deprivation.

Social. Weaker support networks, isolation and withdrawal, stigma and social perceptions that increase shame and exclusion.

Empowerment & agency. Limited economic autonomy and decision-making, little representational agency, and intersectional barriers.

Psychosocial & wellbeing. Shame as an emotional factor, loss of sense of purpose, and suffering of body, mind and spirit.

Political-symbolic. Invisibility in public policy and structural exclusion from the social protection systems that could respond.

What shapes it

Four factors change how hidden poverty is experienced: location (urban areas tend to conceal financial difficulties behind higher living costs and social pressure), temporality (job loss, illness or recession can trigger or deepen it), cultural beliefs about success and self-sufficiency, and social strata (downwardly mobile middle-class households, young professionals with heavy debt, migrant communities).
